It was designed to respond to massive McD's growth. To me, it was like when companies try to create viral in the digital age. It's not viral if no one cares.
BK was trying so hard to make people care - to create a sensation a la Wendy's "Where's the Beef?" which became an actual issue in the 1984 election. But it is very hard to engineer a viral phenomenon.
